Yes, T4 players will be able to debolster into T3. When T4 rolls out, we will be...
- Reducing the tier caps back to normal (1-11, 12-21, 22-31, 32-40).
- Adjusting debolster accordingly
- Potentially reducing the debolster level slightly below tier-caps
- Finding ways to make the debolster system more convenient, like automatically switching gear, or saving and loading specs for specific tiers.

To the OP, Debolster was introduced to trick people in Tier 3 to un-equip there renown rings which were patched to be unique-equipped. QQ

Technically there is an unfair gear gap because of it. But it's tiny. Tier 4 about to come out though, so,
