No, the cooldown of the abbility is 45s now.
If it gets shattered, they will only be able to refresh it once every 45seconds.
While before it was almost 100% uptime and in combination with the procs from dok/wp covenants with no internal cd it caused insane amount of presure wich was very unbalanced and not healthy for PvP.

Other good reasons to patch while the dev team is actually awake, people like me boot the server and think it just comes back online magically patched. That's why it's taking a few minutes longer than normal. I am a bastard.

I think you can only apply the buff that often, so as not to have people spamming the same buff all the time
it can still proc more often, if I understand right.

If patches get you down just think back the the GOA hosting days. If the server wasnt down all day.

BW and sorc buffs are enchantments and can be easily removed by any class that can remove enchantments.
Cooldown =/= internal cooldown.

I know this going to sound stupid so please forgive me but do we need to download this patch or be patient and wait?..lol?

OP: Awesome changes. About time proc meta was dealt with, and it gives shatter some proper purpose.
