Ive never had a problem with pops, too bad that you do.

Well people who play premades often compain about queue times too. The pug scen pop time seems pretty correlated to the pop overall, so Sat/Sun will be best. Otherwise, you either spend that time waiting or you join all scens and accept that the non-pug ones will likely be waste of time but you get 1 emblem.

If you play dps class (even dps tank and healer) then no wonder. Matchmaking will try to make balanced tank/dps/healer groups so when there are not enough tanks/healers it may take ages for a pop.
And this is the real issue: pure tanks and especially healers are not interested in SCs since they don’t really need sc gear and weapons are just a bit better than the ones you can get from RvR.
Also winning a SC requires more effort than afking on BO or at a keep while clicking on lord so people choose the part of least resistance – RvR.

What about making Domi/Oppressor into actually good sets (not for just dps healers + dps tanks) - so that more people have the incentive to queue for scs and maybe might also result in more premades queueing for more fairer fights?
I probably won't mind very long grind for Oppressor gear, assuming it is worthwhile it for my class.
DPS classes keep picking either 2-3 piece bonuses from there and there, and it's honestly easier to get combo of Conq+Vanq, or even BL/Ruin/RE/Sent/OS with somewhat minimal time investment (assuming you know how to PvE). Oppressor with long time investment should get "juicier".

Play a healer or tank, and you get insta pops.

I'll give you an mlg trick - group up as a duo with either healer/tank, insta pops as well. A good duo will most often also push a win to your side.
You have dedicated pug scenario that on regular basis is quick to end and is the best source of emblems. If that is still not enough, and, at the same time you're lazy enough to not get someone to duo at least, then you will be cursed with 30m-1h que. This isn't games fault.
This is an group based mmo, getting stomped by bad 6 mans, just because they took 20minutes of their time to /5 find people is on you, and only on you.

Not the worst idea around, make SC only a party based activity like pve dungeons , would not think this is weird
