If you ask why it is bad to match full premade wb agains bunch of random pugs i have nothing else to say to you I'm afraid.

Indeed, there are many classes which you have barely any chance of getting into premade wb parties. Does this mean that these people are not allowed to play the game just because said class has obvious balance and mechanic issue? That's BS to be honest.

Im asking why not allow full premades to be matched against pugs?
Why in a mmo a full wb need to be throwed to the end of the queue to make "random pugs" have a easier encounter?
if one side field 4 full wbs and other side 10 full wbs => you feel that those 6 with no mirror need to be punished for form a wb?
If you enter into a endgame pve instance with "a bunch of random pugs" (mostly rdps) you expect to sucess?
why you expect to sucess in a endgame pvp instance fielding a stupid comp team?

Honestly props to the few random /5 pugs that qued first knowing that they'll get the fat destro stacks against them. Sure they mostly lost but at least they tried, unlike certain order guilds that waited for destro to get pops and que afterwards )
Imagine zerging so hard for that city just to dodge when you don't have the numbers advantage

I'm not sure if I understand you correctly, but you ask the wrong questions. It's not about having easier encounters or expectations of success as a random pug. It's about giving both sides somewhat equal chances of winning. A random pug should be matched against another random pug, because this way both sides are on a relatively even playing ground (cooperation and composition wise). If you match pug with a premade wb, there is almost no chance of winning for the pug (even though from my own experience you can with against will premade with a good pug. This is really rare though).
Not to mention that is ruins the game experience, and the premade wb gets pretty much a free win farm with no effort - another imbalance. And if a full premade can't get in because there is no will premade mirror... though luck, these things happen. That's no reason to match them against random pugs, ruin both side's game experience and reward this with free loot farm.

Unfortunately when you have end game gear tied to a pvp system in most games the ones that need the gear and want the most amount of chance to get it are going to do what ever short cut they can to make it faster. This happened on live and it happens here.
Live could spawn empty instances so once players saw they had any opposition that they couldn't win against they would just leave and re-enter until they found an easy win, premades would dodge other premades so they could have an easy farm. The ones that wanted great fights would all look for those instances.
Here we have to have opposition to get a pop and we have lockouts so you can't just leave but we almost never have an even 50/50 when it comes to city and even with this premade/pug que times there are always loop holes for both sides that want the easy win. Add on top of the fact that not all classes are created equal and more non meta classes on order compared to destro and you get a lot of players left in the cold not getting city spots.
Once we have more options via pve gear or maybe even sc gear that isn't ranked you will probably see less shady tactics to get easy wins in city but unfortunately right now city has the best gear with no other alternative option so players are going to do what ever they have to for the path of least resistance. This happens in orvr all the time so it should come as no shock players are doing it with end game content.
