As far as I am concerned if they go full int they SHOULD do damage. It's the fact base healing and detaunt means they can avoid willpower and still have too much durability.
Also the free 240toughnes they get is pretty huge. Its more than tank classes get slotting a tactic for it. And I don't think any other ability in the game provides 240 of a single stat.

this game is not balanced around 1v1 and should never be. healing kits are balanced around healing a 6 player party and detaunts are balanced around being attacked by 6+ enemies. yes this makes them strong in 1v1. if you nerf it then you have massive amounts of repercussions for the other 99% of the game that people play that isn't 1v1.

The difference is dps like witch hunter or enginner need to actually spend their rr and talisman on actual damage stats like weaponskill and strength to do their job. They also cannot detaunt without stopping what they are doing.
A shaman doesnt need to stack willpower to heal because the base values are high by default, which breaks the class design. So instead they get tank stats and become too durable.
Then unlike dps they can just fill a person up with dots and then detaunt and just heal with no restrictions imposed on them.
The issue is way larger than 1v1s

There is some misconception that wp scale poorly for heals. Nope, wp scale just fine and there is significant difference between heal with 800 and 1050 wp.
The problem is the nature of healing itself. For the damage more is always better and there is no cap. For healing you got mass amounts of overheal which stacking wp make even worse. So stacking wp at many situations is a waste so ppl stack defences to keep healing under pressure and survive better when being focused.

I do not play 1v1 soloroaming content anymore also i am active on destro atm, so i am not facing shamans, so my insight might be limited.
If you look for 1v1 content in RoR you might want to consider speccing for it. Get speedweapon, armor proc or Quick Escape for movement. You need to be able to not get outplayed by puddle or detaunt. Detaunt the enemy burst windows or use Morales like WH Exoneration, it's especially great against dot classes. Subjugator cloak i think also removes 1 of each debuff (hex, curse, ailment) not sure though about viability. Vice Versa don't use your burstwindow while the enemy has you detaunted. Don't give shamans free procs for RUN AWAY by axe tossing or useless auto attacks in between your limited timewindows. If you overlap your entire burst the shaman will get a speedproc, keep that in mind and use your kd, snare accordingly and don't waste gcds.
Assuming you and your opponent both have BiS gear and equal skillevel, the player who makes more mistakes looses, as well as going into a fight against your classes counter, should be a death sentence from the start.

Most don't even recognize enough heals is what you need and unlike dps more (main stat) is actually less for a healer as it translates to over heals that has no value

I suggest you test out how detaunt works above is misleading

And what about Exit Wound? It debuffs toughness, strength and ws by 240. That's a 720 stat debuff

Let me sum it up. Nerf Destro class, but don't nerf the corresponding Order class. People tend to focus healers down. They have crap armor class. How about we just completely remove healers from the game and let people duke it out. Or better yet, just make everyone the exact same class with the exact same gear and let skill decide?
Nothing to see here. Move along, move along.
An additional thought. Order already dominates almost all of the RvR. Let's just nerf Destro to the point they are completely able to do anything. Then you can get to RR80 by box botting and taking keeps without anyone defending. Sounds fun!
