I felt no problem with lvl 20 in merged tiers. Those who are being farmed with lowlvl chars are the same people, who are farmed at rank 40.

Also I find it perfectly acceptable that a bolstered toon has a disadvantage compared to a r40rr40+ player, in the end it does not matter much since both realms have toons participating that are lower than R40rr40. Bolster is simply a cushion and atleast gives you a chance to tip the balance.

- T2 and T3 Green seal quest givers are available in each chapter, not only in Empire.

i think it's same 2 quests turning in at every t2/t3 zone. reducing reason to fly other zone.
not sure t3 quest can be turned in to t2. or t2 to t3.

- Medallion drops were changed - it is now possible to obtain conqueror medallions from lowbies.

i hope its chances are rare. don't wanna hear 'don't feed them'. let them play.

Someone says it. Stats aren't just bolstered to t4 levels; they're over-bolstered to make up for the missing tactics and abilities. Yes, some classes will be worse off than others (mara doesn't get pull until 40, for example), but many classes are OK at that level with the bolster. Last night half of NA order was under 40 and they pushed rocks off Avelorn keep with even numbers. The bolster is fine.

Are 40s debolstered anyway? Like skills,abilities,RR cap?

T2
2 tactics, 2morales, abilities up to lvl 21, rr21?
T3
3 tactics, 3morales, abilities up to lvl31,rr31?
T4, no lockouts.

Are pre lvl 40s given any perks(tactics,abilities,rr)besides the bolstered stats?

Lowlvls are bolstered to rank 48 to feel useful.
It works fine.

I have no problem killing rank 40's with my rank 26 sorc. Being in a group helps alot! Try it..

Well I don't think 40s should be able to use their full arsenal till t4.
I mean even if your lvl 31, you should have your tactics,moral,abilities,rr reduced if your in t2. Maybe that's just my opinion.
It makes being 40 fighting in t4 more worth it tho, if that applied.

It doesn't require a debolster, its just a lockout on abilities,tactics,morales,rr based on the tier zone.

In my opinion, it wouldn't be fair to gimp the T4 players when the low level counter parts can hit harder with the few skills they have available. More skills does not necessarily equate to more power. I can melt rank 40/RR 40s with both my sorc and magus just fine, and they are both under 40. However, they both get stomped by rank 40s just as well. It's balanced as is.

Hotfix:

- Reduced RR from lowbies by a lot until I can figure out better system for this.
- Added 10 minute grace period after zone locks - you can kill other players and still get appropriate drop.
