It is in the Dwarf/Greenskin zones. So you need to go to the flight master at the War camp in Empire.
When you right click on him. To the far right of the map there is "Dwarf vs Greenskins". Click on it and it will reveal the Dwarf/Greenskin Zones.
Click on:
Ekrund (for Order)
Mount Bloodhorn (for Destruction)
