I take its rather low on the things to do list. They are busy with stats and abilities.
But getting 20 RR is easy and pretty useless as you can wear all the RR rewards after reaching RR 8.

The PvP happens mostly in scenario's and those are being played all evening long.

If you couldn't do any damage/heal or being kicked from the server every few minutes, it would be unplayable.
I wouldn't declare that this game is unplayable, just because the distribution of the purple numbers is not working correct yet.
Those RvR events are more for the fun of beating the hell out of each other.

yea t1 is almost finished considering renow and party/warband ui are things related to whole game not just to t1, some fix to skill will follow with next patch i assume. With these things done development will get more easy for theme
