I didnt include it because no IB specs it tbh. They all should be using PK (outgoing healdebuff) + Earthshatter (AoE snare). But i guess you are right, they do have an OPTION to slot a tactic that gives them a Cd increaser.
Question: would you use it at level 26?
I wouldn't use it even at lvl 40. Would go Vengeance + Brotherhood.

i dont know if you play choppa or no but no one ever specs the garbage skill that is choppa fasta, you drop 10 points for n ability that has a wopping 2min cd

I think I would use it on lvl 17
but yea. not sure if any IBs plan to use it on higher lvls.....seems like very bad option compared to other tactics

vengence + brother hood is insanely fun but when ibs go def tank (stone + brother) theirs not enough points to even consider cd increaser

And that is the reason why i didn't include it in the first place. Seems like a waste of a tactic slot on IB's and i don't want people to call me biased (for including it in a chart that shows how order gets their toys earlier than destro).
Some people still think of me as a Black Orc. I main IB and BG now, playing both sides equally. In fact now that all my destro tanks are 26 i will get my lvl 11 KotBS to max level, so expect to see me a lot on order for the next week.

22-26 scs are the worst, snooze fest with 4-5 def tanks and def healers in 90% of sc /yawn sadly the only fun is defending keeps in orvr, which is awesome still with a smallman or pocket healer/guard only.
unless you run a 6man premade your not gunna have too much success in the 22-26 sc bracket for leveling either sadly, atleast in my experience running primarily in a duo/trio and leveling toons over the past few weeks.
As mentioned previously as a general rule leech in orvr if your solo and if your dps you can min max your gear at 19 or so when you get the stat tactic and carry most scs up till the final bracket.

Getting to max level is a grind, when I level alts I just follow the PUG zerg and tab out at BO's/Keeps and watch twtich etc... The only time you really need to try is on keep defenses to get a boatload of RR.
You could try to make it fun I guess, but with how weak you are compared to the R26/40 in perfect gear and talismans + potions it's easier to hide in the zerg and afk.

idk hitting a sorc for 1 dmg seems reasonable and fun
