I agree with this last statement. I actually think the best way to make it all fair would be a TOTAL of 1 minute.

SC pops, you have three choice:

1) Join
2) Postpone Join
3) Leave

#1 - Joins immediately (as it does now)
#3 - Leaves immediately (as it does now)

#2 - Postpone Join - this "locks you into joining" however buys you the REST of the 60 second timer. Basically a way of extending it so you can turn in. Say you selected this option with :35 seconds left on the Que. It wouldnt give an extra minute, it would give you :35 seconds and then it would auto-join you into the group.

This way you can make the game start after 1 minute and the WORST case that player who hit "postpone join" would join in the second the game starts.. Minimal set back to the group.

Any other method and you run into issues. Bump it to 30 seconds and players dont get enough time for turn ins or w.e... or you run into latency issues that cause (sometimes) 20+ second loading screens.

1 minute is fair, I dont mind a 1 minute wait INSIDE an SC as long as I know battle is coming. Its better than sitting around outside the SC and if I get a better game, Im all for it!

During the last days, we had many scenarios (especially BfP) where just fixing the groups took longer than the start-timer ALTHOUGH we joined immediately when the sc popped...

and we didn't even spend time on rebuffing...

fix groups require very few seconds, and a little of inttellect the problem is the base value of waiting time it's jsut too low, i cannot even wait 1 min and the sc alredy started on live the global waiting time was around 2 min from first pop se even accepting 1 min later the sc just started by few sec when you joined.
