Ward is the ToK unlock that says you completed whole Redeye set. Just in case make sure you equip all pieces at the same time to get the ToK.

to access at City Dungeons NEED full Redeye set ? or can access with conqueror too?

You need full Redeye for ward. Then you can enter City dungeons with any gear.
