I tried to enter the script with my character not reaching level 40 - but registration does not occur.

Right now scenarios are broken and pop for anyone. It was announced that this (probably) will be fixed on next reboot.

Yes for chosen 2h, shield, main hand, off hand

Is this a new T4 epic quest or something?

It's a "new" epic quest that has been reactivated this patch, but it rewards you only with lvl 32 blue weapons. At least on SH the appearance was nothing special, too.

The start NPC is in Praag Chaos Chap 19, if you're curious.
