It says somewhere that it can take 6 months or more for them to get back to you for helping out. It's pretty unclear what the application process is beyond posting in a forum that (I think) auto hides posts.

Larger organizations have a dedicated individual to review applications and onboard people. Code deployment has to be a tightly controlled process and every codebase has a steep learning curve before contributions can be made. It's hard to tell how many people are interested and capable of serious contribution but I wonder if a volunteer focused on recruitment and training would grease the process of adding devs.

can someone please explain to me why I, as a low level player, cannot do the quest? even in a competition I get zero loot, have been trying to collect 8 shitty paws for 2 hours ...

There's no level requirement for the quest or for the drops. Are you looting the bears you kill?

yes, every bear that I can loot, I loosen, but no paws for me. I have the quest for it
