I think you did right on devastator wipe even though I lost several pieces myself. Reason why I am bringing it up is because I've also seen Order chain locking T2-zones for many days just before the Devastator patch.

Also before that both sides played musical keeps for influence in old system so many have 100s of Scout medallions.

How is musical keep medallions or chain lock before devastator scouts different to PVE zerg soldier medallions?
Because influence rewards are worse than vendor gear currently, and obliterator gear isn't implemented yet so scouts medallions are worthless.

Either way you look at it, if the server is going to follow "normal" progression it makes no sense to have devastator in T2. I think they jumped the gun a bit adding it in t2 and having soldier medallions dropping in t2 in the 1st place.

No they aren't useless when you will be able to upgrade them (scout) to Soldier?

It is a head start on devastator gear if you played lots of musical keeps and joined the order T2 zerg that chain capped for days prior to the devastator patch.

So some will get devastator for having done lots of flawed PVE and I lost my devastator for having done flawed PVE.

You do realise ppl have several hundreds scout? We don't know the conversion ratio that is coming be but going on LIVE my 300* or so medallions would translate to 60 Soldiers or 2 Devastator pieces.

*Only way you can have these kind of numbers really would be from doing musical keeps and zerg T2 chain capping keeps.
Scout's Medallion
Tier 2 RvR medallion, 5 scout medallions can be exchanged for 1 Soldier's Medallion

As in devastator being the only set present in t3, with annihilator and above being T4 only?
Actually there were two sets it T3 - Stalker and Devastator.

Wonder if the devs plan on implementing any of the PvE/Dungeon sets for medals etc...?

Personally I'd love to set PVE medallions drop from doing PVE that could be used to acquire PVE gear. This don't have to be a RvR game only and these sets added to the magical experience WAR was prior to 1.4

When RvR and RvR gear is working ofc not before

Which part of this update is this directed at?

Or are you talking about the RvR system, for which there are separate threads made, in order to find a solution to the current problem?
