Damage steps worked like this.
0 - 60 = Base damage
65 - 95 = 2x Base damage
100 = 2.5x Base damage

Burnout for instance took you just back into base damage.

Im not sure of the exact base damage values or how they changed with level these are very close though.
What do you mean with damage steps?

EDIT: Do you mean the scaling of backlash damage in different steps? If yes, why is the number of steps lower than the number of comb/dm steps?

The backlash damage steps were built around burnout/reckless gathering. It was meant to take you back down to base damage and the 3rd step was meant to restrict bw from sitting at 100. They were intended to be played mostly on that middle step and only at 100 for burst and meltdown when low. With the enhanced ghealing and increased ap the mechanic was ignored.

Did abit of testing and it seems the majority of aoe abilities have 10 feet too large a radius

Telen, I checked your backlash damage factors and they seem to be ok for the most part. Certainly not correct are the range of damage steps and most likely the number of steps itself.
Numbers and video evidence later today.

There are still some (rare) issues with debuffs showing a wrong timer:

The tank M2 "Shield Wall" seems to be not completely working, i died from shaman dots and was only getting damage from the front while it was up (had the warcamp in my back and the guards besides me). It should give a 100% blockchance against any hit and only abilitys that "can not be defended against" (tooltip) and morals should penetrate it.

They aren't exact but very very close. I have no clue what the actual formula was maybe it was based off another coefficient but it worked out to be very close to what I wrote.

no you cannot block dot and debuff damage alredy apply on you cos they alredy hitted you, hit and damage are 2 different things, if you are alredy hitted shiedl wall cannot prevent damage, it work fine for me

For me it looked like the dot was applied after the M2 cast, but it was only a second difference at maximum, so could also be lag. I thought maybe someone else have noticed the same.
