Oh, rly? SW and BW RKD was 3 sec originaly, on Destro side this buffed mainly SH KD (by 2 sec, but u need squig armor which is like useless s u cant attack from it). Engie and Magus pull have 10ft longer range + gives snare + u cn pull trough walls and obstacles. Magnet + Slayers ID is fun to watch as instamelts any opposition.
U didnt know that u can be rooted and the RKD (or viceversa)? Its the best cheese nowadays as both skills trigger separate imunities.
Also Order gets all the goddies much faster/earlier that Destro. But like I said, keep it that way, there are always ppl who wants easy / hard mode.

i believe he was referring to ST KDs being uniformly made 3 seconds across all classes when he was saying nonsense. Not 4. Rift is not intended to work through walls also, its a bug.

And i think some people have been banned for doing it in the past. Choppas too with GTdC.

Also, real heros gain levels in the safety of their capital.
As for SW - SW is fine, except for the assault tree.
