Why bother tying it to the RR system at all , if they are THAT necessary for the sake of the game. Just give em to everybody free of charge and then balance around the fact that everyone has it (or like in ur case tie specific archetypes to specific abilities that you may or may not put on set's), instead of playing the guess game where you don't know what ur up against. Not to mention that higher rr just amplifies that effect in regards to usable abilities.
In my ideal world, either everyone has it or no one . It makes it a heck easier to balance and actually even's out the playing field without making RR useless as you still can allocate stats.
That said we already saw what impact some rr effects/abilities had on live and in general i am more of the opinion that the world is better without em.

I am posting in here to reply to the previous 'deleted' post, it is up to the person who receives the ban to enquire about it, and trying to discuss it outside of any ban appeal is not the way to go about it and will result in consequences against your account, especially when you are known as an active user against staff, this goes for everyone.
If you cannot keep discussion to the topic at hand, simply do not post or find yourself either warned or banned from posting within these boards, what you don't do, is discuss bans of other players that have nothing to do with you. Stop starting drama.

you realize both the kiting people and the ones chasing the kiters will use QE?
also since when do healers need a ranged kd???

Demonstrate once more that QE is overpowered and make the people who were pushing for QE (dur3al chiefly) back down and I'll be happy to remove it.
Alternatively, demonstrate that QE busts zergs and we'll eat all the bullshit and imbalance I said and knew QE would cause for the sake of that.
A nice little experiment.
What worries me more is the fact that exactly the same is happening in the balance forums, a few select people pushin their very own agenda. Firstly, I was a bit skeptical about discussing balance issues on the forums but open for it nonetheless.
At this stage, I think we'd be better off with a roll back on class and ability changes, until all armour sets, renown abilities etc are fully implemented.
Just my 2 cents, slightly off topic I know. Keep up the good work.

When the meleetrain is chasing kiters, they normally don't throw low damage axes to proc speed buffs.
If they get into melee range, which will happen much faster now (surprise), a possible speed proc won't help the kiter to get out of 40% snare and/or a knockdown. How a "QE escape meta" changes the overall balance should be well known to people who played WAR in the last years. Actually one just has to read the tooltip...

Will gladly test QE.
In case QE will be deemed OP and removed, there would be an interesting option of removing Goblin racial tactics to keep everyone equal. This post represents only my own personal humble opinion.
