Nope, activating an ability turns off the speed, same as every charge.
if we use the new elixir during the stealth, that breaks it. works as intended ?

I hope so. Otherwise you have a 30sec stealth combined with 50% 7sec charge.

Oppressor 4th bonus for Shaman increase Initiative? Not Intel? And 6th? build time reduction for dotter? while for dok its 4% dmg?

i don't see the prob, if we use the charge we can't use other elixir (100% disrupt or pen armor). it just allows us to catch up rdps/heal but we will not be able to disrupt cc from magical caster/heal, punt/stag/root :)

if the cd would no longer be shared yes but it's not the case

The shaman bonus have not changed at all.
For what you want an intel proc? We have enough.
It is true, that the 6pc bonus is trash.

Wh/we got very good burst while their negative was lack of mobility now they got option to bypass that disadvantage. Currently they are somehow okish but when best gear comes live their dps will be impossible to mitigate and their only weakness aka lack of mobility will be non existent. Sound like bad idea to me.

U dont balance classes with removing their weaknesses that are build in for purpose

These have 3% Armor Penetration as a 4th stat, I forgot that it doesn't show up on the character screen. You can check with .getstats

It will be in the item description next patch.
Sad change to see a spec specific bonus on the chest piece, 2 out of 3 engineer specs don't care about physical damage :(
