I think it's still better to just have a reward debuff for the first 1 hour of switching Reams (x-realm), because it's clearly obvious that players want to 'jump on the zerg train' as soon as they see one coming - for ez-nouns OFC.
To stop that would be a huge achievement in itself. But to make it more complex, only enable it when switching from underdog realm to biggest realm, not the other way around.

Nobdoy is asking or expecting you to x-realm, but only to realize that if your side i greatly outnumbered in one particular zone, you might have to wait it out until more backup arrives. Which could very well be never.

Why not to disable cross realming completely?
Ability to use another account.
I think not only the AAO should work but also an antiAAO. Exp/Renown/Inf debuff for zerging realm.

You can't prevent xrealming unless you lock your account to a hardware dongle xD. This goes far too deep for an online game.
What you can do is removing incentives to xrealm to the bigger side.

Well, let those who want to x-realm to create a second account. Who cares? Most players won't or will be too lazy to switch accounts to join a zerg.

You could instill a que system where the number of people allowed in a zone is capped until the other side is 10, 24, or some other acceptable number from the more popular side. No idea if that is even possible though.
A more barbaric but similar system would be to limit at the character screen to a faction within some sort of acceptable range like above. A problem would be T1 and T2 differences if not counting different character levels. This may even promote xrealming in a good way as at least both sides would be relatively equal i.e. not being able to log destro, you could log your order toon.

The only thing is that this will punish everyone in the zone regardless of how much or how little a 'realmie' they are.
I would much rather only apply this to those who have recently switched sides so that the guy who plays for his realm every day doesn't have to take a cut just because a bunch of others are switching back and forth looking the easiest/best chances.
I would rather suggest a 'dedication to realm' buff which slowly starts to multiply the bonus given after, say 1 hour, then scales upward after that. That way when you have a play session you will want to stick to one realm so that you get a phat increase?
In the end it could act to balance both AAO and anti-AAO (type thing)..
