I am hanging at 8% on the install with an error.

Is this a fresh install or from an existing game build?

Existing game build trying to upgrade the launcher because I was in the test pool. It downloads fine but then starts to verify at the Art and 8% then stops and pops the error and wont go farther. I have tried this in Admin mode and it still does the same thing. It also does the same thing on my laptop. This PC is Windows 10 pro and the laptop is Windows 8.1.
