Yes. For Order they are at the War Quarters, South West of Altdorf. Where they were on live. For Des, don't know, somewhere evily.

IC is a bad place to bind, sometimes you fall through the ground. Don't know whether it got fixed. Nordland WC works 100%.

The Nordland /stuck is likely coded into the client. Thats probably why it works so well. I think I remember reading a few years back that the xyz offsets change during play to stop bots running predefined paths.

that's exatly why you bind to IC... fly to ic > got to ground >use book >now you are on top/if you go again to ground > >relog >and you can use book again..
