It's more accessible and easier to use, so effective uptime is higher. The SM had 50% uptime because you need to reach a target, land two hits, avoid giving free immunities, be in perfect balance, use 2-3 GCDs, and spec up to x13 in the tree.

All are huge drawbacks.

They are a meta class because of the fact they are the only class on order with this meta buff. Lack of options doesn't automatically make them balanced against destro classes.

If order only had 1 healer class that was worse than every destro healer, they would still be a meta class for order. Would that mean they should never get a buff simply because order is still forced to bring them to function well?

SM has the same mechanics as BO, and is basically the same class. BO has option for more raw damage, SM gets a lot more spirit damage. Chosen/BO is meta on destro side. same goes for order. Its not just the WW buff that makes SM meta, lol.

Either buff WW or bring Choppa/BO back to pre-RoR state. No other options.
