Ofc it is an abuse of the mechanics, no winning Order or Destro would start a surrender vote.
Having the enemy lead in score is actually good for any premade, because it is less likely that your enemy surrenders and you can farm them much longer.
That's total non-sense since a non-premade player (that joins to supposedly win the SC) was winning and initiated the surrender.
That's the point, winning by score doesn't matter to everyone, when the price is being farmed by superior enemies.

5 minutes quitter debuff for those who voted "yes" no matter the outcome would be nice. Reasoning? 5 minutes is not that much as the 10 minutes but still removes the quitter from the next scenario (or at least they will be the last to join queue if priority matters). Another idea would be to remove the 4 minutes timer (yes, that means surrender from 0:00) but deprive ANY reward for those who vote "yes" (including that 1 "pity" warcrest) and increased quitter debuff.
Many ppl bring up the argument that they are casual and have limited time and don't want to waste it in one-sided scenarios thus they surrender. What is your answer to me, another casual solo player who also has limited time but keeps "wasting" it in scenarios that end up in surrender and ends up in the next scenario with the same persons all over again because there is no penalty for surrendering? Isn't MY time precious? Shouldn't i be able to PLAY during my available time and not wait in queue 10 times/hour?
Let me clarify that surrender by itself is not something that should be removed. But the mentality of calling for surrender simply because you can should be punishable.

Want to play lost sc a bit more? Go ahead, play punchbag fulltime. Your "suggestions" are not really motivating to be stomped together. There was no surrender at live, and it was still the same...Or, actually, even better, since rr from guard kill was very real and there were no stupid barriers.

there wont be any penatly added and surrender aint gonna be removed either. ask yourself why people surrender. almost nobody cares about being stomped for 10 minutes and getting nothing at the end. imagine most people rather "not play at all" then press their buttons for 3 seconds then die and wait for respawn.
tl;dr remove barriers and add guard kill renown so theres at least a game of baiting premades into guard aggro range for rewards

So you want to do heroic affairs while rest 11 ppl idle at wc for 15 mins and call that good worth playtime? I would not but gl with your agenda

Go ahead then. Am i stopping you from feeding or something? You're doing what YOU want, is it that surprising to see other people do the same?

still alive that "discussion" but still nobody can explain how things are getting better with a penalty?
You think it motivates more players to que scenarios and stay in the game?
You think it helps matchmaking that already doesnt work? stop people that are willing to play scenarios for 5 or 10 Minutes from que? With the result of even worst matchmaking or no pops at all or what do you expect from that changes?
More wannabe tryhard hardcores? Won't work like it didn't work for 15 years now.
When there are 7/10 surrender, there could be another issue than the surrender mechanic itself. But you only want easy win 500:0 full 15 min farmfests, that's why you suggest stupid stuff.
My last weekend-sc-exp was something similar. First about 5 sc met Premades and got spawncamped even pulled of spawn-hills, lost 500-0 with 1 or 2 kills.
Then 1 Sc with 20+ kills and 400+ point but players were farming mid, didn't do objectives so still lost. 4 more sc with some better groups and at least few hundred points but still surrender cause of 20+ to 0 or some single kills.
9/10 surrender votes, 8/10 successful. Took me 1.5 hours to get 1st reward cause i got 2 penalties, 1 by afking too long before surrender, 1 by disconnect. With 1st reward maybe around 50 crests and low rr due to losses.
In that one surrender that didn't succeed there were 46:2 kills and 500:1xx points. It was such fun i want a penalty for that too cause some people enjoyed getting stomped too much.
