What do I have to do?

I have the same problem. Tried both downloading the torrent version of the game and manually downloading all the 10 pieces of zip archive. This error stops me from logging in in both cases. I've checked multiple times that none of the files are set to read-only. I also tried starting the launcher as admin and, ofc, restarting PC.
Nothing of the above helped.

Is there any solution for this issue?

Could you try putting these files inside your game folder and run the RoR launcher as administrator, please.
