Oathstones: what to do after you get the “Looking for Trouble” task? There's a blank item in the unlock page of my tome. Thanks for the help

Go to the library/lyceum and pick up the item from the appropriate vendor.

does the melee haste from oathstone actually work?

Yes. It stacks additively with AA haste tactics. My DoK has 65% AA haste with the oathstones and Khaine's Blessing tactic.
