It considers the ones currently in queue. So the exact brackets will constantly change depending on who is in the queue at the moment.

The time my DoK picked both weapons in BS was the time where shield dok was not really useful. After the recent changes and the new skin of the bloodlord shield i would reconsider my choice. Would it be possible to add a merc like we have for sentinel? i would love to change 1 weapon to a shield.

For PUGs there is no matchmaking at all, organize yourself instead of complaining.
