It requires the "Daemonettes of Slaanesh" Tome Unlock. Combined with the fact that it wasn't there 2 months ago at the earliest, I imagine that it comes from the Lost Vale.

If it can be acquired (and is not prematurely displayed in game like some of the T2/T3 hidden sets were in the past for a period before their addition) and considering the stats on it, I would maybe advise updating these patch notes and the wiki with this information.

Despite its addition to the game not being officially documented anywhere, this powerful item becomes available (to all players who were in the group) once they manage to kill the final secret boss in Lost Vale.

You should be able to locate a couple videos on that boss that have been uploaded to youtube.
