It's more a question of "why are set bonuses so broken", and why aren't the Stats on 2handers higher? 2h really isn't viable because it's limiting, and the bonuses applied to using a 2h vs. two similar level/rr 1handers aren't equitable. The cost/benefits are just too much in favor of dual weilding.

And how tanks can dual weilding?

If I were to follow the IB build that you posted, what route would you put your mastery points into first? would you go for Cave In or climb the defensive tree and just use a 2H weapon? At the current 31/40 cap?

Well to answer that first you need to ask your self, how big of a detriment is not having access to a knock down to you,

For me, i feel that not having a KD is a big loss and so i go up and get cave in

but you might feel diffrent and feel that with rock clutch, earth shatter, grip of stone and binding grudge that you have enough roots and snares that you dont need a kd

in which case you can go up brotherhood and get GnM, earth shatter, outgoing hdbuff and perhaps runic shield if you want
