It happens even if i only have a group member targeted or myself, no enemies targeted.

Yeah some animations stuck. Mostly that abilities with a charge time when you interrupt them with one or more other spells

I can second this. If we fail to keep someone alive it happens often as well. Also, sometimes the rez takes more then once to get a player back on his feet.

seems that again (was old bug) when you have enemy and friendly tartget sometimes you cannot change/heal/hit them

With the shaman bug, I find when I've switched to my Shaman and the heal bug happens, I quickly do this ...
Drop my targets and do either the heal dot on myself or use "Life Leafa" on a new targeted enemy and will break the freeze bug and I can continue on.
