skills reputation

hello all
i have a problem . The reputation skills are removed every time I change map and can not put the points again because I put that are used.
Then I have to go to a career coach to remove them and put them back
I tried to play with another character to see if they can be the game options and I felt the same
also reinstall the game just in case and I kept going the same
I've also searched the forum my problem but could not find
my comrades do not have that problem
and sorry for my poor English
