Kill Collectors

I apologize if this is a duplicate topic. I did try to search for related enquiries.
Anyhow, am I to understand with the recent ToK patch the kill collector quests are yet to be implemented? I spent some time killing about 100 of the required mob for the first two chaos chapters. Neither NPC is responsive. Does this need a bug report?
