Guild level 15

Hi,
now that we have max level cap of 35, when could we expect Guild lvl15 to be available? (Or some level above that.)
I am not mainly asking, because of guild benefits other than Guild Heraldry.
Having full heraldry would be great!

The current guild rank cap is at 20.

Does it mean that alliance formation has been fixed? we have tried to do it couple of times and failed
