PQ and RvR - T4 Suggestion

Recently there was a lot of talking about PvE and Public Quests in particular and there was a thought in my mind that was growing up to this point where I want to share it.
First off - why even bother with PvE when this game is based around RvR? Well, the world itself is great, every place is worth visiting and public quests add some fluff by telling local stories about them. Most people don't care about it and it's fine. Nobody is forcing them to do it. But people who enjoy PvE and lore stuff might find it regressive to waste their time on pve that gives them close to no rewards.
So here is what thought popped into my head while doing Stalker Set questlines - why not remake questlines like that for T4 but on a bigger scale?

Below I'll present a questline patterns for a Rank40 player that just have joined T4 rvr. These quests would require at least some sort of Renown Rank to get them (so new player wouldn't be able to get the best gear that fast).

So, let's say I'm fresh R40 player with renown rank at 10 and no equipment apart from vendor/quest green items. From each pairing I could take some questlines to get better gear than green one but not as good as items bought with emblems/medalions/keep or fort takes. After hitting R40 I' am able to take my first questline that would require:

RR20 ("Starter Set") - Stage I: kill XX of [race] -> Stage II: Capture [Battle Objective name] -> Stage III: kill PvE hero = rewards slightly better than R40 green ones
RR30 ("Basic Set") - Stage I: kill XX of [class] -> Stage II: Capture 3 [Battle Objectives names] + defend one under attack -> Stage III: Finish simple Public Quest - specified which one! (suggested for 2-3 players) = rewards of the similair quality as blue R40 drops or slightly better
RR40 ("Average Set") - Stage I: Capture all BOs from pairing -> Stage II: simple PQ (different than RR30) -> Stage III: capture specified keep and defend any keep (as this is more random than taking imo) -> Stage IV: Finish medium PQ (4-8 players or something along those numbers) = rewards of the slightly worse quality than purple drops
RR50 ("Good Set") - Stage I: Win specified scenario (connected to the pairing questline, so dwarf/greenskin quest would require Gates of Ekrund to be won) -> Stage II: Finish medium PQ (different than RR40) -> Stage III: capture specified keep -> Stage IV: Finish hard PQ (9+ players) = rewards worse than medallions/emblems but better than RR40 ones.

As you can see it's just a pattern and number, rewards quality, renown ranks and stages could be changed accordingly, also additional sets for higher RR could be created with similair pattern and with fort and city sieges available. Now as you know what it would look like let's point some pros and cons:

Cons:
- a lot of designing, balancing and litteraly shitload of work
- RvR people complaining about bringing pve to RvR
and I guess more to come as I can't objectively judge my own ideas :D

Pros:
- making PvE lakes more alive
- making PQs more attractive
- bringing more diversity to armor sets
- providing a starting point for fresh "no-rvr" rank 40 player
- creation of nice stepping stones in gear sets (lesser power gap between green and medalion stuff)
- making RvR more spread as there would be groups constantly looking to cap specified BOs
