cant learn trade skills, renown points reset/dont apply

Like I stated in the topic, I talk to a skill trainer and click on trade skills and nothing happens, Ive tried reseting my trade skills but it didnt work, I just cant learn any trade skills on my character.
Also my renown points after I use them for abilities for example weapon skill I assign 10 points go to lvl 3 I open the renown ability bar again and it says points spent 10 but the ability is rank 1 and I dont get the stat upgrade on my character...
