I think it wasn't before (dont know if devs are going to make it) but story-wise isn't suppose to be since it is for a Chosen of Khorne (not because it says so, but because of the glyphs of the armour itself) and not for a chosen of Slaanesh as we are supposed to be.

it will be avaiable later on on t4 (no eta yet), dana(dev) is working on a token system which let you pick those npc armor and use it as appereance.
for chosen there are khorne,tzeench,nurgle; there is not a really slaneesh armor in game or is not found yet, there is stuff for other classes as well.

The Choas you play in this game wear the Mark of Tzeenetch.
And there are some Chosens of Slaneesh actually.

That is regular chosen armor dyed pink. There may be a boss in LV wearing real Slaaneshi armor but I can't find any screen shots right now.
