T3 rats

Hello! T4 is released and Im wonder why t3 rats still 38 lvl. Yes its champions but who can kill them solo? why t2 rats are only 16-18 lvl when t2 brackets 10-21. Suggest to low lvl of rats at least to 33 lvl, then people can farm it when there is no action on RVR or SC, otherwise they are useless, there really not enough people that farming them.
