Return of Reckoning

Can someone explain to me the healing debuffs in game and what level they are obtained? Are there any difference between them?

Okay, so...
There are generally two different types of healing debuffs in the game: incoming and outgoing. I made some nice little graphics to demonstrate what that looks like.
Incoming:
This means that all heals a player receives are cut by a certain amount, usually 50%. It doesn't matter who the heals come from (assuming nobody else is heal debuffed) those heals will be reduced by 50%. Examples of this are like the Witch Elf's Black Lotus Blade, or Squig Herder's Rotten Arrer. Outgoing:
This means that whoever is heal debuffed will only send out heals that are cut by a reduced amount. I.e. if a Zealot has an outgoing heal debuff, a normal 400-hit point heal could be reduced to 200. The other healers around them can heal a player for full, whereas with an incoming, a player receives a reduced amount of healing from anyone that heals them. Examples of this are the White Lion's Thin the Herd or one of the Witch Elf/Hunter's Bullets/Kisses. Each one has their own purpose, and both are very useful in PvP.

So the classes with heal debuffs are:
WE/WH/SH/WL...I'm really tired of these pesky healers and want to specialize in killing them

Not just them, a bunch of classes have heal debuffs :> On the website that I had hyperlinked I would check out the different classes and you can see what kinda shiz they have.
