Bugs go on the bugtracker, sadly I do not have a github account and I was told you were not aware of this bug.

WH Healdebuff is debuffing heals for FAR more than 50%. A standart Ki on my dok is 1166. Against 1 WH with no one else around it went to 291...

1166 x 50% x 50% = (surprise!) 291.

Nothing to see here.

I'm not an expert, but it's likely the WH also has his outgoing health debuff bullets on as well. That's another 50%.

So, as far as I could tell, it'd go like this:

Bullets of Confession Debuff (50%) = 1166(0.5) = 583
Heal Debuff (50%) = 583(0.5) = 291.5

That appears to match up with your numbers.

Yes. One is outgoing and the other is incoming. Two completely different things.

A tad op? not really. 5 second duration and only proccs on finishers. Thats just what outgoing and incoming do together on a healer as target. On the other hand the bullets are a waste if used on anything but a healer, but thats the tradeoff you have to make
