Return of Reckoning

Hello all!
On waronlinebuilder.org, y can see that a Concussive Jolt has a 3 seconds knockdown.
In game this same skill gives a 2s kd on tooltip. I even try to count it and i kd remain as 2 s.
Is some kind of a accounting mistake ?

Tooltip is client based and is correct.
My guess is it was changed at some point on the live game, and didn't get updated on waronlinebuilder.org.
