Return of Reckoning

Is there a reason why some class items are harder to get? ie is it cause of the game or can the drop rate be tweaked?

I noticed that a lot of shoulders are almost impossible to get... (I have a choppa and he looks sad without his shoulders) and I know that many other will agree on this. So whats the deal?
