Neither faction has a population issue, as always its a time of day thing. 1 hr order might be zerging then the next hour destro will be zerging.

Play what you want, how you want and just have fun

Basically this... It sucks when you're the one getting zerged by 3x your number but just wait 3 or 4 hours and hope they get bored and all log on the other side for a while.

order seem outnumbered because they rarely attack or attempt to lock t4 so they never get that 10% influx of xrealmers looking to leech that swing pop from 50:50 to 60:40

This^ Neither side really dominates the other based on population. Instead, it really depends on the time of the day. In tier 2 there are times its perfectly balanced, other times when order dominates, and times when Destruction dominates. Just play the class you want to play, and youll be fine

T4 at this time , order and destro has 100++ ppl.
Do Order has 4 wb in RVR right now or 12 man WB?
Destro I checked has a 3 gp wb scattered all over the place.
That basically answer your question.
RvR population depend on how many people WB leader can call up.

During EU prime time Destro outnumbers order in tier4

This is based on the meter on the front page which swings from approx. 45% order 55% destro to 38% order 62% destro.
