Return of Reckoning

I decided to go up the Skirmish tree on my SW while levelling, and I have unlocked the ability Barrage via tactics.
Thing is, I shouldn't be able to do so at level 21, and the game actually seems to know that as the icon is red and whenever I use the ability I get "You cannot use this ability at your current level" (or something in these lines) message.
But the ability works, deals damage, goes on cooldown and so on. Barrage should be unlockable at level 29-ish and the level 21 ability awarded via Path of the Skirmisher should be Shadow Sting.
If this is a conscious choice to lock people out of Shadow Sting in t2 , then I apologise and please delete this post.

Exactly; same for the SH. The point was that a 50% incoming HD shouldn't be so easily available on any class.
