I think that the purpose of the DDos attackers extortion. explain with an example: there was a successful, private server WOW online about 50000 peoples, donate is present it. I will not name in order not to make advertising. once they were offered protection from DDos attack, they refused, then the server closed forever. I think that the developers of this server know possible ways of developing their server and maybe that server will start after a very long period of time or never. Devs can't take donations, but at the same time they need a lot of money for DDOS protection much more than it costs to do the attacking.
IDK what the devs can do, or if it is something they want to or could even share openly. But I guess the question to ask would be...
