Return of Reckoning

I went to the blighted isle today to try to get it but when I walked up to the cliff I never heard a wolf howl and I didn't get a title. I even tried jumping off. Is there a way to get it or is it currently unavailable?

It has already been reported to the bugtracker, seems area unlocks cannot be fixed yet.
