Archmage and discerning offence

Just wondering if the 10% reduced change to be defended against counts for disrupts and blocks from spell abilities. It says "attacks" so I can kind of see it both ways, some clarity on this would be greatly appreciated

Yes it applies to spells as defense current includes all flat mitigation i.e. block, parry, disrupt and dodge.

Do the tactics Discerning Offence and Increased Conductivity stack?

What I remember from they stack, so using both of those make it alot easier to dot tanks & healers who both have usually good chances to avoid spells.
