[Declined] Dispel Magic / Mork's Touch

A mirrored mastery tactic on both shaman and archmage that gives the players a 25% chance to remove a blessing when they use a "damaging spell"
As it stands, I don't believe it sees much use. But I see it having a lot of potential to add some nice utility to both DPS shaman and AM which could make them more desirable in groups.
Blessings are a type of buff particularly used by the current top tier healers, tanks, and DPS. Buffing some anti-blessing tools on a virtually unrepresented class in that role could go a long ways to bringing it into the fold without disrupting balance at the top end. And doesn't do anything to hurt the bottom tier healers atm which use enchantments.
What I think needs to change for this tactic to see use?
