Is it possible to create a command to reset all quest ?

probably possible yes, but will not happen as it would interfere with some items that are supposed to be obtained once and such a command would then be abusable in such circumstances

How about increasing the number of allowable quests? It'd be a bit of quality of life not having to abandon scenario / rvr ones etc because you reached the limit. Not a big issue anyway.
