What's a good setup for a tank KOTBS for pvp? I'm fresh 40, renown 25.

A good option is the jewelry you get from the tokens from non-gold bags at keep takes, just need luck and persistence. If you're unwilling to get the tome unlock ones (really easy to get imo) then you'll need to fork over some gold and buy toughness jewelry off the AH.
