Return of Reckoning

Just a clarification I specced in the middle path and took the talent "Shadow of Disasster" which reduce Chillwind cost by 20 (it does also in tooltip) and reduce enemy spirit resist by 360 (level 38) problem is the resistance debuff is not applied. i checked also in duel with my guildmate. someone got same issue?
