Problem
Spending 3 GCDs for a lousy 120 willpower debuff is extremely inefficient plus it being removed by a single clns (x3)

Solutiond
a: Make MK debuff 80 per application up to 240 for x3
b: Make MK debuff 60 per application up to 180 for x3
c: Make MK debuff 120 for x1 (remove stack)

This average damage ability is not worth using at all unless you also slot heal debuff, seems odd.

Declining. There are several skills in the game that only become good when paired with a tactic, and in this case MK becomes a spammable heal debuff.
